A four-stage pipeline that runs continuously and hands off to human analysts, never around them.

NOCOPO OCDS releases, Open Treasury Portal payments, CAC PSC filings — pulled on a daily schedule.

Twelve deterministic signals evaluate procurement, treasury and ownership records against BPP thresholds.

Each finding cites the source document, MDA and fiscal year. Composite score, weighted, capped at 1.0.

Analysts review
Human investigators triage findings, open cases, and publish evidence-linked dossiers with cryptographic hashes.

Risk scores reflect the density and severity of measurable indicators present in public records — not a determination of wrongdoing. Low scores do not confirm the absence of irregularities; they reflect the absence of detectable indicators in the available data. Every finding is a starting point for further inquiry, with source records linked for independent verification.
